Because for €60m, I'd expect to be more than one step closer.

I rate Lewandowski as the more complete top class striker although i think Cavani's game could be more effective if our midfield remains impotent.

Wenger can be the manager for the next 10 for all I care if he sings him. Buy him, keep the players we have, add a central midfielder and we're up there with City next season.
I'm not wasting the brain power to think about the how until I see Cavani run out for us. Then I'll figure it out.
There is a real danger of us losing out on CL football for next season of course. Arsenal made £24.5m from the CL when we were knocked out by Barcelona two seasons ago. Doubt it was less last season and it will certainly be more this year and next season.
Getting a player who helps us get to the CL for next year basically pays for his transfer fee, even if it is someone like Cavani. A few years ago it only took an Arshavin, but due to inflation it may take a Cavani these days.
