By that I think it's an overcooked statement. Sure he holds the ball sometimes, but so what? The issue is generally that he then passes it to the nearest opposition player; particularly after he has done the hard work of beating two players in the middle of the pitch.
It's a bit like the Vermaelen going forward thing. It doesn't do very much at all from a defensive stand point at all and isn't unsettling. His mistake is usually that he steps in too quickly to win the ball ahead of the opposition striker and it is disastrous when it doesn't come off.
