Well it always comes down to the player in the end. He either signs his name on a contract or he doesn't. And I dont think anyone actually said that the fee was an issue anyway.
But there's plenty of things a big club can do to accelerate a players decision making process. Wouldn't surprise me to learn that Utd have been pushing this one since learning Hazard wont be coming, and I'd bet that they tie this up pretty quick. 2-3 weeks tops.
