Having actually been to Brazil and Argentina (albeit for weeks and months and not years), I am still in two minds as to whether South Americans are being genuinely friendly when they say words like negro to address a black person.

To be fair when I was in Buenos Aires, literally no one gave a shit that I was black. No bad looks, no bad words aimed at me and full normal service at bars and shops. During tourist visits people were even mentioning black history just because I was there. Almost cringeworthy. Having said that, people from Buenos Aires people are adamant that they are seen as European which other South Americans find annoying or hilarious.

Brazil is a whole different kettle of fish.
