Dom I didn't realise that but I personally wouldn't describe any of that as arrogant either, I just see it as a failed attempt to change/improve the culture. Let's be honest though, the culture wasn't working once we got to late-stage Wenger.
I think the way these things are viewed often gets dictated by how successful the individual ended up being overall. Emery failed miserably at his culture change but Arteta seems to have been successful (pending trophies). But in another era, Arteta gets called arrogant for some of the culture changes he implemented.
