As for PGMOL, I would cast blame for its deficiencies on the broadcast rights package holders who profit from refereeing controversy, and whom Howard Webb has been courting for years.
Webb's overseen a year on year increase in the volume of refereeing controversies produced, and has innovated on product all the way, what with his PGMOL decision retrospective TV shows, failed or incompetently executed VAR laws, referees being mic'd up and turned into hybrid broadcaster-officials, and other such cancers on the sport.
If Steve Jobs was the Miles Davis of shit white plastic consumer electronics, then Howard Webb is the Steve Jobs of getting your weekend enjoyment fucked by a resentful and mediocre, meth-addicted jobsworth who thinks his lifelong formation as a self-absorbed hall monitor make him worth the celebrity and remuneration of, say, Bukayo Saka.
