There's all sorts of possibilities for collusion. For example City could be handed a relatively more harsh punishment that lasts exactly one season, this being done on the basis that they've already decided it's fine and they'll need to rebuild with Guardiola on his way.
Nothing changes this truth for me: having received these charges in February 2023, City could have swiftly been docked points during 22–23 or at the latest 23–24. This would have followed the pattern which has been there for other clubs found to have violated PSR or misbehaved financially, such as Everton and Forest.
