If you look at the numbers City during Guardiola's tenure haven't had too many massive signings who never played.
They have had a couple of massive signings who washed out after a relatively brief period and were moved on. Also players like Grealish who weren't used much while they adapted to City's methods.
But I don't think they have had cases like Pépé where a £72m player was sent to the scrapyard for very little.
With Ramsdale all's well financially if he is sold for something close to his fee (at least £25m). Not so great on the morale front, but not so catastrophic either.
Havertz needs to start in most matches. If he's not good enough, he must be lined up to be transferred out before he's devalued, and in time to offset the cost of replacement. We overpaid for him which is a problem.
Up until last summer the recruitment side of The Project™ had been good. And last summer Havertz is the only huge question mark. Edu's job gets harder from here—it's both harder to make signings who lift the bar, and to sell well. I doubt he will do too well. Results on the pitch will make things easier.
