You're making up false dilemmas here. These choices aren't exclusive. We can spend to reinforce the squad, improve the way the squad is managed, and also improve tactically. A properly run club does all three of these things in alignment.
Having a deep understanding of more than one way to play would have been helpful in any of our past four league matches. There's no reason why missing Saliba and Zinchenko should mean being absolutely impotent from minute 25 to minute 75 against West Ham, for example … it's just players with fractured confidence out there being told to run through the same motions even though it's not working.
We just sent a facsimile of the same line-up we've used all season out to get slaughtered at the Etihad. Our shape was spread out from Ramsdale to beyond the half way line as we got gutted again and again without most of our side even seeing the ball. Yeah some of those players need to not be shit, but where's the evolution?
You don't improve by leaving these kinds of deficiencies unexamined.
