It was only a hypothetical.
My best guess would be Rice would love to come to Arsenal, and has had it set in his head for 6 months, but it's unlikely he wouldn't have had City in his mind (and ear) all the way along, too. And now they've mad ether interest public and concrete, it's even more for him to think about.
Still quite confident it's all set just right for him here, and that he knows it.
