I'd love to see a colossus up front as well, even if only for the drama, but I seriously doubt Arteta will pay out for any player who isn't top in terms of his "footballing education"—that seems to be his number one criterion.
Arteta's simply not interested in natural talents. Very reliably chases heavily schooled establishment players such as Havertz or our City cast-offs, hard-grafting Jurrien Timber from Ajax, etc.
