QuincyAbeyie In this case though R.Madrid have actively pursued the player and rumours of even telling the player they will sign him but need to negotiate with the club. Reliable journalists have also said the player only wants to join R.Madrid. When that happens the player isn't going to choose your club over them so why make a bid? I think every top club in Europe would want him and considering how early it is in the window and R.Madrid still want him why make an offer?
Utd did the same with Frenkie De Jong, made an offer and had it agreed but the player told them he wasn't interested in joining. Nowadays it is very rare for a club to make an offer on a player if they haven't got an agreement with him.
This is all me assuming that the player hasn't invited a bid but there isn't much out there to suggest that.
