Our starting point was second, and it's far more difficult to go from 2 to 1, then it is to go from 8 to 5. So the expectation that we should improve from second was unreasonable. We can aspire to it, but to expect it? The pool of talent available that can turn you from also-rans to winners is so small, that it's almost impossible to capture that talent when you don't have an advantage over your rivals, which we don't have.
The second problem is the assumption that spending money should guarantee improvement. We know that spending over time usually correlates with moving up the table, we also know that spending money in a single window doesn't guarantee improvement in the immediate season.
It's amusing having to remind Arsenal fans that the season we only bought Lehmann, we went Invincible. The season we only bought Cech, we recorded our highest league finish in over a decade and the season we finally spent 100m in a single window, we fell out of the CL for the first time in 16 (?) years.

Havertz wasn't the best allocation of funds, but he's also the first dodgy big signing we've had in a few windows. Fuck me, you can't get every signing right. Nobody does. Another expectation/entitlement issue at play.
