I think that's hundred percent correct, and just looking at how things turned out I bet that was the reason no one was signed in January too: they made a pro and con list and realised Arsenal were unlikely to overtake Liverpool anyway, so why pay over the odds for a striker.
Obviously, that sort of thinking is how you go wrong and then continue to go wrong: we are unlikely to overtake Manchester City anyway, so it would be stupid to take big risks on a striker in the summer of 2024. We then realise we're unlikely to overtake Liverpool in January 2025, so let's keep the powder dry a bit longer, etc. And the knock-on effect is that you always end up on the wrong side of margins when push comes to shove: Would a proper striker in the summer have had the mentality to take a proper penalty against United instead of whatever the fuck Havertz was doing? Would a striker in January have made any difference against PSG, maybe converted some of that superior xG into actual goals? And so forth. We're not talking about miniscule contributions here, we're talking about a potential FA Cup final and a de facto Champions League final.
Manchester United went wrong the same moment they employed Woodward, who stood up and said the quiet part out loud, that he believed there is no correlation between a football club's success on the pitch and its profitability. I think there are too many types like that still around at Arsenal too.
