Sicario2 Agreed, the main problem is it is owned by the local council so nobody will invest in the stadium.
Also when a stadium gets that old it just doesn't become economically feasible to upgrade. They'll be looking to add a huge element of corporate boxes and seats which is where they'll make big money.
