Agreed, a top class midfielder elevates us to another level, without Partey towards the end of the season you could see how he had been carrying the midfield.
It is likely even if we met the financial demands of that deal he'd probably not want to come and play here. Not qualifying for the CL has put us out of contention for these kind of players.

Again like I mentioned above might be the player who has told us no so we aren't going to pursue the deal? Sounds like Man Utd are struggling to make a breakthrough at the moment.
