Plenty of examples how that's not true, we got Partey for less than that who's a full tier above either, we got Pepe who was a world class player in the making when we got him, we got Auba for a similar fee when we were just in the EL etc pp
Plenty of examples of hot sunny days in the UK, today being one of them. Doesn't mean it's the place to be to find good weather.
The most in demand talent will go to clubs who compete for the CL trophy, the next tier will simply want to play in the CL, the tier after that leaves you with plenty of money but fewer options who will often still cost an arm and a leg. The longer you're out of the CL the worse it gets. Yes, occasionally you'll get lucky but it's not the norm.
I'd also argue Pepe is the perfect example of overpaying because your options are limited and I said it at the time. Our options were him or 100m on Zaha.
