Claudius Bastoni is absolutely elite too. The issue isn't about talent, it's about money. None of the richest clubs in Europe are in Italy, talent gets pooled at the few top clubs, almost no club owns their own stadium which severely limits their revenue, etc. Juventus are the only ones who are set. Italian football hasn't been able to keep up with the development in Europe for historical, economical and political reasons.
They need a domestic reform the same way Sammer came in and restructured things in Germany, but they also need a way to generate profit in an age where property is king and all the arenas are owned by the local city. That last one is much more difficult to solve: Milan are drawing up plans for a new stadium but it's gonna be a decade away and cost a billion dollars. Meawhile most clubs need to sell players to get into the green.
