That's not true, when Ozil became really trash his chances created stats fell through the floor. When you look at the chances created stat and who's among the top of it, they're always players you'd associate with being the most creative in the league. On the other hand look at the number of players ahead of KDB on assists last season, including Antonio and and half a dozen full backs. Laca only got one fewer too.
A few anomalies (i.e. passes before a 40 yard shot) makes very little material impact on the stat because you have a much bigger volume. Big chances created on the other hand can be massively skewed by just one game because the volume is so low. I remember Hector was in the top 3 for us on 'big chances created' for most of the season for a while based on a couple of really productive games early on in the season.
Ultimately if a lot of your passes are leading to shots on goal it means you're putting players into a shooting position fairly regularly. It's all the more impressive given that he doesn't often take corners.
