Serie A is unbelievably poor right now so I'm not sure how big a deal this is. Cesc does look like a very good manager to be honest but Como have the richest owners in Italy and that's why they are where they are. They're throwing cash around in a league where 16 out of 20 teams are walking around with a begging cup.
