The original bribe and the trial happened shortly before the World Cup in Germany, everyone involved wanted the scandal to be resolved quickly and quietly one way or the other. Zwayer wasn't found guilty of match fixing but the sporting court did find against him on taking money from Hoyzer, he simply didn't get a chance or didn't need to manipulate calls in the game, he was also convicted because of his not informing the authorities of Hoyzer's corruption and only doing it when it was convenient for him. At the same time another ref who refused money from Hoyzer but didn't call the attempt in got a lifelong ban.
Good on Bellingham for having the balls to call Zwayer out, but the only thing that'll come out of this is a big fine I expect. The DFB is one of the most corrupt football associations in the world, even if the overall refereeing level has improved I wouldn't be surprised one bit if there was still shit going on behind the scenes.
