Equally they're only 4 points off the top of the league (assuming Chelsea win their game in hand).
I think it's fair to count Liverpool with the other two, having a player like Salah in this form is enough to be the difference in a title race.

If City win today they're only a point ahead of Liverpool, unless City sign a striker in January it'll be close between them again. Liverpool have had some slip ups but they're still easily one of the top few clubs in Europe at the moment.
