It doesn't seem to be an issue for the rest of the pitch, only in the box. Either handball no longer result in a penalty or it's simply illegal to touch the ball with your arm and you get a pen. I think it's a good way of breaking the deadlock and opening up the game, especially against teams that play stupid football with 10 players in the box - let them risk a shot ricocheting onto their arm and giving up a pen - they deserve it.
