Yep, players need to take potential moves inti account before signing a contract.
Signing with Spurs is a ridiculous notion anyway, notoriously the most awkward club to deal with, especially considering that they have literally won fuck all.
Bale was a saga, Berbatov, Carrick, and now Kane.
Why players sign there especially when you will never win there, is beyond me.
