It's one thing doubling down on someone like Xhaka or Pepe, and another thing entirely doing it with Willian. The whole point of him was to have a relatively instant impact and stable influence on the team, the Rob Holding of attack if you will. There isn't much point in persisting with someone who will be 33 next year, because his natural level will probably drop off by then if it hasn't already.
The one good thing is that his basic wage doesn't sound particularly high, so shouldn't be too difficult to ship off.
