I didn't have anyone in particular in mind, lots of people on here have that view.
It's probably a lot more nuanced than I'm making out, but to answer your question, it wouldn't be hard for an agent to manipulate a player into thinking it's his decision, or to sour negotiations so that when it inevitably breaks down, it looks like one of those things. I reckon an earnest agent that just negotiates the best possible deals, and presents the options to his client to make an informed decision is probably a rare breed.
But maybe I'm just cynical, I've come across a few agent types in life and a lot of them manipulative crooks.
