I'm actually all for playing Xhaka alongside Partey early on to ensure Partey doesn't feel the pressure to do too much. While Xhaka certainly is limited, he does serve as a foundation for other players to build upon.
But if we drop Ceballos for Partey I don't think we'll be improving much. We need to drastically increase our midfield presence up field and have players capable of beating a press. Xhaka offers neither of those, but Ceballos does.
I'd drop the 3-4-3 and immediately move to a really flat 4-3-3

Ceballos can play slightly ahead of Partey, but I think it's time we have a midfield that can boss a team. We can't continue to rely on Auba's brilliance helping us overcome our low possession and expect goal output.
