It sounds like it doesn't have broad support. Hopefully, it gets killed and rebuilt. Liverpool and United tried to take advantage of a crisis to advance their greed. They know lower league clubs are desperate and the vast majority are unlikely to be concerned with the game of thrones in the Premier League so would advocate for the punitive terms for other Premier League teams if it meant they got their money. Leicester, Leeds etc would look like the bad guy for not bending over. It needs to be rejected on the principles. No teams are more equal than others.
