Both for disallowing goals and pen. Absolute joke. Totally changes the way of defending, a lot of defenders now put their hands behind their back.
I've always assumed the referees were bad but gave them the benefit of the doubt because they had to make decisions in fairly harrowing conditions. However the way they've handled the rollout of VAR in England and the handball rule internationally suggests that they have no intention in making the sport better for spectators or even understand what we want.
