I don't really accept that. It shouldn't take a desperate move, they should have had a plan for this window. They kept Arteta when he should have been sacked on the basis that the squad was the issue and yet they're doing nothing to strengthen it now. We need to secure European football for next season, right now with this squad and this manager that doesn't look likely.
This is the crux of the matter as the squad has failed under 3 managers and administrations thus far, and our priority atm is to gut the wages to reduce our operating costs rather than balancing the match day squad, let alone strengthen or improve.
Agreed they should have had a plan as transfer windows are essentially only about player registration = you can buy and sell at anytime so you don't have to wait until the window opens to start to make enquiries to then negotiate - look how quickly BVB got their summer business sorted.
That said the only mitigating factor I can think of is those transfer plans/priorities for both last summer and this Jan may have likely been based around a change to a 433 (as seen with Arteta's comments in November about being 5-6 players away from having the team he wants to be able to play 433), and the subsequent success with ESR as CAM/#10 may have caused a re-think in terms of both shape and priority.
