They're definitely buying Pjanic for a fee not much lower than that, probably primarily an accounting exercise given the fees and circumstances.
Arthur seemed tailor made for Barcelona and in general trading a young major talent for a player probably slightly past his prime is a bad look. On the other hand whenever I watched Barcelona he looked like he had big fitness issues, labouring after 40 or 70 minutes. Barcelonas board is dumb as hell but it might also be some coaches think his lack of professionalism was beyond fixing.
