You'd have to think they'd need an AM with a bit of creativity if they signed someone like him up front. Still though Werner, Salah and Mane is a pretty scary front line.
Liverpool are mostly so good because of the balance they have in defence, midfield and attack and how those three parts combine to make the team function.
I'm not saying that front 3 couldn't work in isolation, but for Liverpool to go from Firmino to Werner they would have to radically alter the midfield, which in turn would change how they set out their defence. It would make them a completely diffetent team and I'm confident it wouldn't be as efficient as what they do now.
Aside from that, Werner, even as a straight replacement for an outgoing Mané/Salah and with no change in tactics, in my opinion, is a significant downgrade.
