When they signed Edu they still had Raul in charge. They fallen into the situation they're in now for better or worse. They're a fucking shambles, there is no great plan coming from Josh Kroenke.

The fan engagement long pre-dates the ESL - or have you forgotten the infamous "be excited" interview? He was also meeting with fan groups at that time, had gotten a flat in London and was regularly attending games, as well as reports galore about him want to change the direction of things at the club.
I get your skepticisim, and I personally think neither Josh or Stan know their arse from the elbow, but I am pretty sure you're doing them a disservice when it comes to their motives and interest since 2018.
It's very likely that Josh pushed for Wenger's exit given that the other players who were rumoured to have pushed for it have also left the club, most notably Gazidis. And we've been through a ton of changes since at executive level, who's driving them if not Josh? Vinai? I doubt that very much.
I think they've lucked into Arteta, because I think the man knows what he's doing, but, as was said above, owners don't have to know the football side, they just need to get out of the way and let those that do get on with it. And I think they're doing that.
