It's because he doesn't quite have it all for one position. His ball striking is the best of the best, but he has no pace or dribbling ability, so when playing wide he's a bit one dimensional. His passing is good, but his brain isn't quick enough and he doesn't find space well as a '10', so against the good teams he is found wanting there.
Credit to Guardiola for unlocking De Bruyne's potential in the dual '10' role he has thrived in, but does mean they have very open midfield as a result.
