I agree with the latter - Wenger lost his touch or his nerve with younger players by 2013. Emery's done well to give Saka, Martinelli and, in particular, Guendouzi chances but this isn't new. Even in late stage Wenger we'd have a few young players (Bellerin, Iwobi, Chambers, Holding) turn up and give the crowd a bit of hope for a few months. Based on last week's Europa game and performance I'd say that's still more likely to happen than not.
Really I would only say Guendouzi has been an unqualified success thanks to Emery - and tbf that's not a bad legacy to leave us with.
