I think the potential is there but he's still learning.
I'd go for Campbell. Although he wasn't a great passer of the ball, he was almost perfect without it. He was a monster of a defender: unbeatable in the air, had impeccable reading of the game and positioning and was also quick and agile. As a pure defender, I think he was better than the likes of Terry, Ferdinand etc
England's "golden generation" largely underperformed save for Campbell, he always seemed to make the team of the tournament if my memory isn't deceiving me.
