Yeah, that's the only explanation I can come up with too. But that's insane from the referee. The question isn't whether he'll get to it or not. If you get fouled while it's still in play then it has to be penalised. You could possibly wing it as obstruction and award an indirect freekick I guess, but no punishment at all is just wrong.
