Mesut from 2 or 3 seasons ago played every bit as well if not better than last year's De Bruyne. He just didn't have a 1 Billion Pound team behind him.
Imo De Bruyne offers goal threat that Ozil doesn't come close to replicating. And he can press and win balls, and is just as good, if not a better passer. He's a complete player.
And on a side note, Ozil has a lot to answer for that photo op with Erdogan. He's an authoritarian dictator who has purged Turkeys universities, destroyed its democratic system, violently repressed its minorities, and reversed its social progress. He's scum in the same vein as Putin, Trump, Farage, and other far right figures. Honestly, I lost a lot of (all?) my respect for Ozil and feel zero sympathy for him.
