Perhaps, but at what cost to the team? Wilshere is usually a great option in situations when we may need to create space through dribbling, one twos and quick footwork. He is a weapon best deployed in the final 3rd where we can be a little more fluid as he always drawn to the ball and will likely drift far away from his primary zone. Also his dribble/pass success rate isn't as high/consistent enough to justify his regular inclusion in the midfield (I have no stats to back this up, just what I notice) - we are much more susceptible to counters with Jack in there, and we will lose the physical presence (size, height,) that Xhaka brings.
Xhaka isn't good enough in the CM role, but Wilshere isn't exactly an unknown quantity either. He has his flaws as well and they are even more detrimental to the team, in my opinion.
