The apology for me is only if he is going to try to remain at the club, needs have authority re-established over him. Equally if he doesn't want to apologize that's fine, get him out the club I would never want to see the guy play for us again. As long as that is where things go fine. But if he'll stick around and nothing happens that's pretty weak and he must be brought back into line.
I agree a false apology is worthless if he feels that strongly that's fine but tell him he has no future hear.
