From my understanding that's only the case when the selling club does not actually want to sell, like with Herrera to United, Martinez to Bayern or Vitolo to Atlético this season. In most cases there's no need for these antics if the clubs agree with the transfer

Apparently PSG paid Neymar (or his rep) to buy out his contract for that price. Barcelona can't do anything in that case under the Spanish rules.

Barca back off and Verratti fires his agent to save face. PSG then activate Neymar's release clause, kick back with their arms folded behind their heads, and watch the Catalan implosion unfold.
