I'd say his dip started around the time Cazorla got injured. His form actually improved a little with Ramsey in midfield compared to when it was 2 of Xhaka/Coq/Elneny in midfield. If you have 2 centre mids who don't come forward he just can't get into the game.
Wenger doesn't seem to be able to get Ozil and Sanchez to both play well for a sustained period at the same time. Last season Ozil was great but Sanchez not so much, now Sanchez has shone but Ozil looks a bit lost.
I also think Ozil generally looks better when he has Iwobi to play off, I'd consider swapping their positions during games more often.
