No, that's disinformation. Reporting the facts will never be able to beat that because there's a duty of care involved that slows down the process whereas social media has people ready with their agenda looking for a flashpoint.
If you trawl through Twitter, there's constantly muggings, crime, arrests that's documented on there and followed up with some awful comments. Every now and again, some of these comments blow up and reach critical mass but not all do. Getting ahead of that kind of volume can't be done by a government unless they clamp down on social media platforms in the first instance.
Also, frankly, you could hypothetically reach a place where there truth is out before the trolls get to it but all that'll happen is the same group will attempt to discredit the "deep state" and go ahead with their rioting anyway. Which is why it's pointless pandering to them - they're just arseholes to begin with.
