That'd be incredible news if true. Not sure how to take it that Jonkers was the one to recommend him (and that United were on him for the same reason some time ago), good thing if the transfer eventually happens but a bit worrying that we needed him to recommend one of the best LBs in Europe. Not even 20m because of a release clause that turned active this summer, very reasonable fee for his age and calibre

Wenger has always invested heavily on the fullbacks, and attacking midfielders. I will be very surprised if Giroud isn't starting upfront in the first game of the season.

I haven't seen Rodriguez at all, but taking others' opinion about him into account it seems that Wenger is just going after good deals (in terms of quality and price ratio) in the market with little regard to what the team actually needs. No 1st or 2nd tier CF will be available this summer for cheap, thus I would be shocked if we signed a proper CF.
If it is true that Gibbs has had a word with Wenger about wanting away to get more playing time, then this certainly makes sense.
Ric Rod is meant to be one of the best LBs in Europe, I certainly wouldn't say no. It's not an obvious weakness in the team, but improvement is always welcome.
Future proofing the lb position maybe? Can he play right back?

If Gibbs is leaving it'd be stupid to sign a back up to Monreal. He's 30 now and his form dipped in the latter half of the season.

I don't know, to me that sounds exactly like something Wenger would do.
I wouldn't spend a huge chunk of money on a fullback right now. Not until we've gotten the attacking players we need. Centrebacks are a higher priority too.
I'd try for Sime Vrsaljko instead if we need squad bolstering. He's been excellent whenever I've seen him, is probably very cheap, and he can play on both flanks. I think he's better than Bellerin currently too.
A majority of last year's entire kitty should be available too.
