I actually think Locatelli is part of a new generation of Italian players who would do well abroad. If I'm not mistaken he speaks a bit of English and he has said himself that he would be open to a move outside of Italy.
The biggest issue, I think, is that he's been heavily linked with Man City lately, and the reasons for picking Arsenal over them are very few at the moment.
