It's just a throwaway line from some journalist. Nothing has been said about how Emery wants to structure the team, but you'd think he would start with the players he actually has at his disposal. Emery has preferred the 4-2-3-1 formation in the past so Özil would fit in well in theory. But more importantly, I don't think any manager is going to take over a 6th placed team and then sell one of his only star players.
But I don't think Emery has used the CAM position in the same role as Ozil has played in his club or international career.
Likewise he may well decide to sell one or other of Rambo or Ozil as being the better options to raise additional transfer revenues - particularly if they to not meet his preferred style or types of player.
I'll add to my earlier caveat re Rambo, and add to that the additional context of signing a starting quality wide player.
If not then my preference is a line-up similar to Pellegrini's wide 4222, with Ozil and Mkhi as twin wide playmakers and PEA and Lacazette as dual ST with Lacazette playing the link to PEA as the advanced forward. This is actually my preferred shape based upon our squad.
On a side note IMO France have missed a trick by not including Lacazette because IMO he has shown the ability to act as the linking CF, whereas all 3 of Griezmann, Mbappe & Dembele are too similar in style in that they all feed off someone else in the CF role for their clubs rather than playing the role themselves.
