I didn't know about that either....I thought it was just Bayern paying a Martial-esque amount to convince Juve to sell. There was no one that thought he was worth anywhere close to 28m euros when he was sold.

Yep, it seemed outrageous to pay 28m at that time for a 18 year old kid. Juve isn't dead rich so they would sell for a reasonable offer.
PSG must have felt the blow the most, given that they let him go for free to Juve.
