I wouldn't say it goes up a gear necessarily, though I do think the quality of the filming, writing and acting becomes better and better each season, it just progressively builds on everything it establishes and you become more and more invested in the characters as the stakes get higher and higher through their actions. Everything that happens on the show leaves a mark on the characters in one way or another, and the actors and actresses do a phenomenal job of portraying that in very subtle, believable ways. It's a much more grounded show than Breaking Bad in that it focuses more on its characters and how the consequences of their actions change who they are and how avoiding them prevents them from doing just that.
The Mike part of the storyline provides much more action and life or death suspense in later seasons though, and that is one part of the show that really does go up a gear in later seasons once certain characters come in and have established themselves. The lengths of Saul's story aren't as long in later seasons, as they can just cover what happens in the meantime to one of the other 4 or 5 major characters, and it's a nice change of pace to get some cartel action in between the scams and lawyer shenanigans.
