Vazquez takes the piss like that in almost every game. Bloke has a sky-high technical roof. He reminds me a little of Özil sometimes. Pastore might be a better comparison actually, especially given his Argentine background and the Palermo connection.
Yeah, I've watched Palermo a few times last season and the guy has serious skill on the ball. His self-confidence is even more impressive, always backs himself to nutmeg another defender after he's already embarrassed three or four players before, that's a skill you're either born with or you're not.

Can't recall Everton ever making any obscure signings that turned out good, although to be fair to them the scouting departments in most European top tier teams, especially in the EPL, are shockingly bad. Clubs that do have decent scouting like Porto or Udine don't rely on some shitty game database but send their own staff/contracted externals to the respective countries to, you know, actually scout players.
