It's not early actually, since De Bruyne has proven to be a good player with Chelsea previously in this league when given the chances. He was clearly the best attacking mid last season in europe so he is just continuing his form. Great vision and superb final ball. Definitely not powderpuff. Sterling has been great for them too.
City spent a lot of money but it's definitely looking more worthwhile than the others.
